Certificate of conformity of the Customs Union: registration, receipt, cost and register

The Customs Union was formed in 2010. Its purpose was to lift trade barriers between the three participating countries. Such measures include mandatory certification of products. To reduce the number of technical procedures for the import and export of goods from the country, it was decided to form a unified system. So, starting from 2011 on a number of products it was possible to receive the certificate of conformity of the Customs Union. Consider this institution in more detail.

Authorities performing certification

This organization should have the appropriate accreditation received within the national system in the same way as it was before the introduction of the Technical Regulations. In the case of Russia, we are talking about Rosstandart. This is the central organ of the state system of GOST R. The same condition applies to laboratories carrying out measurements, research and testing of samples.
Certification bodies and special laboratories should not only have an appropriate level of accreditation, but also be a member of the Register of TC bodies and laboratories. Only those organizations that are included in these lists are entitled to carry out activities within the framework of the CU. Then they can conduct procedures and issue documents using the register of certificates of conformity of the Customs Union.

Technical regulations (TP)

The first technical regulations, which were adopted within the framework of the CU, concerned products related to pyrotechnic products. Then the spectrum expanded, and other TPs were introduced. The expanded list included toys, packaging, cosmetic and perfume products, light industry products, as well as children and teenagers.

After the Technical Regulations are put into effect, the issuance of permits for national conditions is abolished. The document is valid in the territory of the three member countries of the Customs Union.

Phased transition

Earlier in Russia the main system was GOST R. But the document obtained in this case was valid only in the territory of the country. But the new certificate of compliance of the Customs Union is valid within any of the member countries of the Customs Union. This document completely replaced the relevant national certificates.

The introduction of the new system began with the development of Technical Regulations. These are documents that contain requirements for certain product groups. The system was introduced in the Customs Union in stages. In 2012, some technical regulations were introduced. Therefore, already from that time on a number of goods it was necessary to issue a certificate of conformity of the Customs Union. Prior to its adoption, applicants were entitled to use also the old system (in Russia it is GOST R) or new at its discretion. However, then they switched completely to the system with the Technical Regulations. In this case, those certificates that have already been issued, remained in effect until the period established by specific TRs. The cost of the document starts from 12,000 rubles.

Terms and quality

It is noteworthy that according to the national system, the maximum period for receiving this document was 3 years. But now a longer one is installed - 5 years. However, during this time, every year, an inspection control must be conducted to check whether the products meet the requirements set by the TR. So, if in the course of it it turns out that the quality of the goods has worsened, the certification body may suspend the document or completely cancel it. Therefore, the manufacturer must produce products of the same level as when applying for a certificate.

Why do we need this document?

The Certificate of Conformity of the Customs Union is an official document certifying that the goods have undergone the necessary procedures to confirm compliance with the requirements that were applied to the product, according to the Technical Regulations. The uniform form of the vehicle certificate was approved at the end of 2012 by the decision of the CCC under the number 563.

Forms of certificates refer to strict reporting documents and have 4 degrees of protection at a minimum. They are manufactured in all countries participating in the Customs Union. The printing method is typographical. When receiving a document in a particular country, the RU, KZ and BY series are additionally stamped, respectively.

The certificate of the Customs Union is filled only with the help of electronic printing machines. In this case, the front side in any case is filled in Russian, and the negotiable one in the language that is public in the country where the document was issued.

Content

The certificate contains the following information on the sections.

  1. The document number with the series of the country where it was issued.
  2. Mark of conformity.
  3. A unique number of the form, assigned when the document was made.
  4. Data on the certification body that has received accreditation for the conduct of relevant actions.
  5. Data on the manufacturer or supplier - the taxpayer of one of the member countries of the Customs Union.
  6. Detailed description of the product, namely its name, type, brand, model, technical and regulatory documentation.
  7. HS code.
  8. Reference to the normative legal act, according to which this certificate of the Customs Union is issued.
  9. Storage, terms and conditions.
  10. Date of issue of the document.
  11. The term of its validity.
  12. The requisites of the certification body, as well as the data of its head and expert with the signatures of both.
  13. Printing.

If a large amount of data is to be entered into the document, a special reference is made to the application, where all the necessary information is printed. Then this part becomes the complement of the certificate.

A few words about the declaration of the Customs Union

So, with respect to products included in the Single List, a certificate of the Customs Union can be issued. Such documents are not issued to foreign manufacturers that are outside the countries participating in the CU. But the application for its receipt may be filed, however, by the sellers.

If a single declaration is issued, then there is no special form for it. However, there is a format that was adopted by the decision of the CCC under the number 563. According to him, all information is entered in the document in accordance with the established requirements. To it, as well as to the certificate, the application can be filled. Along with the fact that there is a register of issued certificates of the Customs Union, there is also a register for declarations, where information is entered after the registration procedure.

In addition to documents, a special sign of treatment has been developed. They can label the products after they have received the document of conformity confirmation.
