In 2004, the company was renamed the Open Joint-Stock Company Eurocement-Group. For years of painstaking work Filaret Galchev created from a small company the largest holding uniting more than fourteen cement plants. Open joint-stock company "Eurocement-Group" produces cement of all kinds. Shipment is carried out through nineteen branches-sellers in more than fifty regions of Russia and abroad.

In 2000, Galchev and S. Generalov bought in half the company Krasugol. At that time, she was bankrupt. Prior to the acquisition of the enterprise by Galchev and Generalov, employees were not paid wages for eight months. The ton of coal cost below the cost price, debts to many budgetary organizations made almost five billion dollars.

But Filaret Galchev was confident that he and his partner would raise Krasugol from the ruins of bankruptcy. And it happened due to the proper conduct of business. When Krasugol passed into the hands of new owners, all the previous management was replaced by a new one, and a professional business team was found. As a result, as early as the second month, debts for wages were repaid and large tax payments began.

But after a while, Generalov sold his share of shares to MDM Bank, without coordinating this step with Galchev. As a result, in order not to get involved in long proceedings, he also sold his package. To earn a company Filaret did not have time, but, at least, was able to return the invested funds.

Business in the cement industry Galchev chose, having previously analyzed this market. I considered it the most promising for further development. In 2002 together with G. In 2005, due to the increased prices for cement, dozens of consumer companies applied to the court with a complaint against Galchev Holding, calling it a monopoly. The FAS conducted an audit and found that there are violations of the law in the activities of Filaret Galchev. Namely - illegally obtained income. As a result, the FAS tried to collect from the holding company Eurocement Group 1.9 billion rubles from the company's profit. But the ninth arbitration court found the FAS ruling unlawful. Since then, Eurocement-Group has ceased to be a monopoly enterprise.

The essence of the claim was that in 2004 Eurocement-Group withdrew its quarrying mines from the factories. Russia Partners reported that the holding began to sell raw materials at inflated prices. And the finished products were sent to Eurocement (renamed Stern-cement) for subsequent resale.

In 2006, Russia Partners began prosecution of the holding company in Cyprus and in England. The claims of the fund were presented due to 38.7 percent of shares of "Maltsovsky portland cement". This is the largest asset of the ECG. Galchev and the companies under his control in Cyprus were accused of retaining this shareholding illegally. Although this package was sold to the holding by the Russia Partners fund in 2004. But 38.7% have not yet been transferred from Eurocement to the holding. However, Russia Partners lost as a result.
