The regional network is a concept that is extremely broad. In fact, they are many, they are diverse.

The regional network is a specialized infrastructure in the territory of a certain region, functionally combining in the context of state, industrial, financial, trade, non-profit. These are the regional administrations, enterprises, shops, branches that are limited to the industry and interacting among themselves.

As a social phenomenon, the regional network has emerged because of the demand for increased dynamism, efficiency, flexibility, controllability of the above institutions, enterprises and organizations.

This term is also used in a technical sense, which we also mention in this article.

Effect of scale

What was the theoretical justification for the expansion of network structures in modern society? Regional networks - a set of regional units that realize the opportunities for economies of scale.

It is universal, although it is open in the sphere of economy. Its meaning is in the reduction of the averaged costs while increasing the scale of production. The possibility of simultaneous and coordinated work with an extended circle of consumers is a strong side of regional networks. At the same time, there is an increase in the efficiency of the system on a certain segment. The scale of production with a consistent increase in its volume has a clearly pronounced area of increase in income, its maximum and stabilization. On the stage of stabilization they say that the operating technology has outlived itself. Find a new one, and it all starts from the beginning.

The regional network, with its progressive development (the ascending part of the curve) takes advantage of specialization, logistics and management, enhanced capex and diversification opportunities.

Networks of state institutions

The regional network of state institutions in fact is a set of networks that carry out state and municipal management. They work in the legal field of the Federal Law 3184-F3 "On General Principles ... of State Authorities of the Subjects of the Russian Federation". Her work clearly shows the increase in the level of centralization and management, the reduction in costs, characteristic of the economies of scale, as we have already mentioned above.

Regional Retail Networks

Every Russian citizen, as a consumer, faces numerous local trade structures. Retail regional networks are connected with uniform management and accounting, uniform corporate standards and logistics of diverse types of stores. They include the elements: "shop at home", discounter, supermarket, hypermarket.

It is significant that the pace of development of network retail trade in Russia is one and a half times higher than GDP growth. It accounts for the lion's share of consumer spending of Russians, which in turn account for 73% of their incomes.

Networked Industrial Education

The network interaction of their industrial enterprises is of paramount importance for the development of the regions. It is based on:

• Priority areas of entrepreneurship for the region;
• On the basis of the existing infrastructure of the region, the development of the production and technical structure of the new network education;
• Entry into the network of service structures, permanent counterparties of enterprises.

Currently, the most promising organizational forms of networks of industrial enterprises are holding and franchising. Network education, which assumes a rigid vertical management with equal rights of enterprises and their central management, is called holding.

If enterprises jointly plan development and minimize costs by centralizing the functions of management, advertising, and the introduction of technologies, they elect franchising.

Regional networks of financial institutions

The heart of such a structure is the site of a regional bank or another phinorgan. It has both open (public) partitions and closed (password-protected and "attached" workstations of branch employees with their intrasystem numbers and IP addresses). Closed sections provide on-line operation of certified target e-mail, centralized licensed network state programs, and financial accounting, the necessary information support staff.

Federal and regional networks

Meanwhile, even many economists do not understand what a regional network is, considering it a stage in the development of federal networks. They motivate their views by the fact that the latter significantly exceed the former due to a larger scale effect. So should the regional industrial and trade networks be integrated into the all-Russian ones in the future?

Specialists do not always come to an affirmative answer. Let us explain this with the example of the sphere of trade. Almost all federal retail chains developed from the capital, using advantages in financing, business technologies, personnel qualifications.

However, it is not always the business approaches of the "feds" that work in the regions. They are used to working in Moscow, where the incomes of the population are much higher. Hence the emphasis: on brands, on the quality of service, on the vertical management with high effective demand.

With the "non-brand" demand of the population in the non-central constituent entities of the federation, a regional store network is often more profitable, implementing local trade strategies. Although, in truth, these types of networks, serving consumers, complement each other.

MAN (Metropolitan Area Network)

At the present level of scientific and technological progress, distributed regional information processing networks are absolutely relevant and in demand in all spheres of economy and public administration. A regional trading network in the common abbreviation is called MAN. However, we note that this term does not mean a complete organizational association of institutions, enterprises, etc. It belongs to the sphere of technical and information support.

In a figurative expression, a regional computer network is an essential component of the networked state, industrial, financial, and trade structures discussed above.

Conclusion

Network regional organization of management and business, no doubt, has not yet exhausted its reserves. Further GDP growth, development of the subjects of the Federation, in turn, increase the level of investment. Moreover, network organizations of enterprises and institutions are the most favorable consumers of such investments. Why? Yes, because the existence of the network is already evidence of the prospects of business or production, successfully implemented investments. A significant role in the creation of regional networks is played by their computer component - the corresponding computer networks such as MAN. However, the leading role in their development is still behind the human factor.
