Professional teacher standard: positive and negative sides. Why do we need a professional standard for a modern teacher?

In the spring of 2012, President of the Russian Federation Vladimir Putin instructed the Ministry of Education to develop a professional standard of mathematics teacher. Now there is talk about creating an average version, regardless of the taught academic discipline.

Work of experts

The working group, which was created in order to develop a professional standard for the teacher, was headed by E. A. Yamburg, the director of the Moscow Education Center. Honored teachers of the country, known for their author's methods, were connected to the work. All proposals developed by them were published on the official website of the Ministry of Education and Science. Any teacher, parent, representative of the public concerned could study the professional standard of the modern teacher and leave their comments.

Content of the concept

Honored teachers of Russia reacted to the task posed to them seriously, made up a certain general professional standard of the teacher, filling it with new competencies, including:

  • Work with talented and gifted children;
  • Implementation of programs of inclusive education;
  • Work with children with developmental disabilities;
  • Teaching the discipline to students with deviant behavior, socially vulnerable and dependent children.

Basic characteristics of the standard

The teacher's professional standard is a framework document. It defines the basic requirements for the qualification of the teacher. Its national framework is complemented by regional requirements, taking into account the demographic, sociocultural characteristics of the region.

In addition, the professional standards of the RF teacher are supplemented (if desired) within the educational institution, taking into account the direction of work being implemented in the OS of the program: inclusive education, work with gifted children.

The professional standard of the teacher of literature takes into account the specifics of the taught subject. It has several modifications designed for the initial, basic, upper level of training. Given the strategy of modern education, it is filled with psychological and pedagogical competences that should help the teacher solve the problems of education, upbringing, development of the younger generation of Russia.

Personal qualities

Particular attention is paid to the personality of the teacher. The professional standard of the primary school teacher presupposes readiness to teach all children regardless of their abilities, inclinations, level of development. The teacher himself is obliged to constantly improve himself, to study the psychological characteristics of children and adolescents, not to allow the emergence of conflict situations with pupils, their parents.

Taking into account the criteria contained in this document, it is possible to provide the necessary professional training of teachers for high labor productivity. The standard will help the teacher to have an idea of the requirements that are imposed on him by the employer.

Assessment Methodology

In order to identify the positive and negative aspects of the teacher's professional standard, experts developed special methods. The final assessment of the teacher's professionalism is exposed taking into account the available results of education, training, development of students. Realizing that, depending on the level of development of children, their abilities, inclinations, the final results of education and upbringing can significantly differ, in the "standard" of the modern teacher, there are clear parameters relating to different students. When assessing the work of a teacher with talented students, one of the criteria determines high educational achievements, the availability of winners and prize-winners of subject Olympiads of various levels.

To work with children who have limited opportunities, as an effective work, integrative indicators are determined, which testify to the stable dynamics of the student's development. Such indicators prevail in primary school.

When assessing the professional qualities of a modern teacher, feedback should be provided to direct consumers of services, in the quality of which parents and students act.

Conduct an assessment of compliance with the requirements that are imposed on the teacher, you can by conducting an internal audit. It involves analysis of reports and work plans, visits to lessons, events. For the internal auditors of the educational institution, according to the idea of the authors of the standard, the most authoritative and respected teachers of the school should join. Before the experts start to perform their duties directly, they undergo special training in the methods and principles of conducting the audit procedure.

Nuances of the introduction of the standard

Teachers are wary of the innovations that the Ministry of Education of the Russian Federation has developed. The theory of the professional standard for teachers was created by Shadrikova V.D.

The author proposes to understand by this standard a certain system of requirements for the competencies of the subject of activity, which together determine the reality of occupying a certain position, related to the success of pedagogical activity. What are the teachers afraid of? If one of the components of the developed system of evaluation does not correspond, they can be deprived of the right to carry out pedagogical activity.

Immediately after the first appearance of the standard, this project was subjected to detailed study and criticism from experienced teachers of the UO. If you look closely at all the points of this project, you will notice that there were no new requirements for the teacher, but the attempt to "drive the teacher into the frame" caused a negative reaction from the pedagogical community.

The working group, faced with such a reaction from teachers, invited them to comment. For example, such a criterion as the compulsory nature of higher pedagogical education was discussed . Those who are disadvantaged will be teachers with a huge work experience, who could not get a higher education in time.

There is also no teacher's right in the proposed document, and the verb "must" is repeated many times. We are talking about the duty of a modern teacher to develop, educate, educate. But all this is a logical result of the teacher's work, and therefore should be evaluated not in isolation, but in total. Teachers say that such a document was written by people who are absolutely far from Russian education. On the GEF developed the skills of subject, meta-subject, personal. Will there be a contradiction between the GEF and the professional standard? The pedagogical union is also concerned about the contradictions between the reforms and the introduced standard. They remind the authors of the draft of this document that at the moment it does not mean the position of "teacher". The pedagogical community also notes the fact that special education is required for inclusive activities, not all teachers have the opportunity to receive it. Will this be the reason for dismissal with the wording "non-compliance with the requirements of the professional standard"? In addition, teachers say that the draft contains insufficient conceptual apparatus, the requirements to the teacher are obviously too high. The regulation of numerous duties demonstrates a certain distrust of the pedagogical elite on the part of experts.

Contrast is a document adopted in England to assess the activities of teachers. The teacher must set such goals that will inspire schoolchildren. The teacher's duties include helping the children achieve good academic results. There are other requirements, which are set out in an accessible and understandable language, not involving the use of an additional vocabulary of terms.

Conclusion

The pedagogical community continues to actively discuss the professional standard. Not indifferent teachers make their suggestions on changing the content of the PS. In order for a teacher, a representative of the creative profession, not to turn into a typical "sales manager of knowledge", in order to please officials, significant changes are needed in the proposed document. Otherwise, there is a high risk of losing teachers - masters of their business, replacing them with those personnel who will formally fulfill the requirements of the PS, forgetting about the development of the child's personality. But it is on professionals that the Russian education system is currently holding.
