Innovative potential: its essence and methods of evaluation

The innovative potential of the organization determines the degree of readiness of the business entity to fulfill the tasks that lead to the achievement of the set goals. In other words, this is the degree of the organization's readiness to implement the project, which provides for the introduction of innovations.

The innovative potential of any enterprise can be increased only with the simultaneous development of its structural divisions and other components of economic activity. That is why the assessment of this potential is carried out with the help of careful analysis and diagnosis of both the internal and external environment of the business entity.

To fully consider this concept, it is necessary to study in more detail the internal environment of the organization, which consists of elements that form its economic system and production capacities. In order to achieve reliable results of analysis, these components are grouped into such blocks:

- a project unit that provides for the focus of the enterprise;

- functional, aimed at obtaining a concrete result from the work process of employees;

- resource block, represented by a complex of labor, financial, information and material-technical capabilities of the organization;

- organizational - shows the structure, technological processes and organizational culture;

- management unit that provides for the management of the enterprise, a system and management style.

Innovation potential, like any economic phenomenon, can have such tasks:

- assessment of the enterprise's readiness to implement a new project in a specific plane;

- the overall assessment (in complex) of the current state of the enterprise on already implemented projects.

To summarize the results of the potential used, a diagnostic and detailed assessment methodology is used.

Innovative potential is analyzed through a detailed approach during the justification of the innovation itself or the preparation of the project for its implementation. The scheme of such an evaluation consists of the following stages:

- quantitative and qualitative requirements for all blocks are described to ensure achievement of the set goal of innovation;

- the actual state of the potential is recorded for the same blocks;

- analyze the strengths and weaknesses of the potential;

- a certain list of works is drawn up, which must be carried out to strengthen the weaknesses of the enterprise.

To conduct a diagnostic analysis of the potential, it is necessary to attract highly qualified specialists and a modern information base.

In addition to assessing the innovation potential at the level of the organization, it is advisable to consider it at the level of the state as a whole.

For example, Russia's innovative potential requires urgent analysis and revision of priority industries that need modernization. One of the directions of state reforms is the development of new standards for improving the quality of products. It is the state that, through the implementation of economic policy, has a significant impact on supply and demand. And the establishment of strict standards in the field of security, energy conservation and environmental impact will create additional incentives for innovative activity of Russian enterprises.

The country's innovation potential is closely related to the tax system, with stability in the macroeconomic and political environment. And also measures are needed to streamline the protection of the rights of organizations and citizens for intellectual property. These directions of development require a tough fight between the state and corruption, which, unfortunately, continues to occupy a priority position in the design of all necessary documentation.
