After the construction of your own home you need to sort out many other issues, one of which is the connection to the electricity network of a private house. None of the buildings can be called fully suitable for living, if there is no heat, light and water in it, and that is why at the construction stage all kinds of engineering communications must be laid, the work of which depends directly on connecting to external highways.

For the most part, the trouble here is that most people simply do not know how to connect to the electricity network of a private home, in particular, not everyone understands where to specifically address, and what documents to prepare and submit. Among other things, there is a rather vague understanding of the timing of various works and their total cost, therefore, in order not to fall into dependence on the mood of any other official, it is best to sort out in advance what regulatory acts govern the organization and holding of such events.

What do I need to know?

If you do not go into the details of how to connect to the electricity network of a private home, which can be understood only by professional specialists, you can note a few key points that should be remembered by any ordinary consumer who decided to connect to the central power supply.

All the specifics of this procedure are described in detail in Regulation No. 861, approved by the government in 2007. In particular, it describes in sufficient detail how to connect to the power grid of a private house, in particular, the technology of this procedure. To begin with, an energy supply company must conclude a special agreement with the owner on which the energy will be supplied, and it must be concluded, regardless of whether it has such an opportunity at the moment.

Before you look for the phone network, you should consider that this rule is valid only if in the total amount of all electrical devices installed in your home, will not consume more than 15 kW, as in this list are entered and any "objects" , Which have already been connected to this connection point.

In this case, this power can be 20 kW, if from the boundary of your site to the nearest connection point along a straight line:

• Not more than 500 meters in the countryside;
• Not more than 300 meters in urban areas.

Where should I go?

First, you will need to find out the telephone network, which is engaged in the supply of energy in your territory. The easiest way to find out this information is to contact your neighbors or call the local administration.

It often happens that the site is located on the border of the distributed areas of responsibility of the two suppliers. In this case, the connection in your home will have to be carried out by the company to the objects of which (substation, poles or some other property) you are closest.

How to do it?

In order to connect a rural house or other types of private property to the power grid, you will need to file a statement in the appropriate digging, and indicate in it the following:

• Passport data. It is envisaged that they can be inserted from some other document that proves your identity (for example, from the rights), but it is better to agree with your company in advance.
• The exact address of the object that will be connected to the supply network. For example, you can specify the exact address where your rural home is located
• A complete list of devices that will be connected, as well as their total power in "kW".
• Terms in which you plan to finish the design, as well as to put into operation the connected equipment. This information can be specified in the installation or project company.

Additional documents

In addition to the statement itself, the energy supplying organization may require you to have an additional list of documents, namely:

• Passport or any other document you specify in the application.
• A certificate confirming your ownership of the house.
• An identification number.
• Load calculation.
• A complete list of all the devices that you are going to connect to the power grid, including an indication of the power of each.
• The plot plan, which will show all the places where the connected objects are located. It should be noted that this scheme should outline not only the very territory of the house, but also the adjoining site on which this or that object is located, and where the connection procedure will be carried out. This is required in order to determine at what distance the boundary of your land ownership is from a particular power supply facility.

If the submission of documents is not handled by the owner, but by his representative, the energy supplying organization should also receive a power of attorney certified in advance at a specialized notary office. On the basis of this application, the issuance of technical conditions for the development of the project is then carried out.

Timing

The introduction of electricity into the house includes a lot of different stages, for each of which a certain period is envisaged, namely:

• Issue of technical conditions - no more than one month.
• Connection, which is carried out on the basis of the submitted application, is no more than six months from the moment the contract was concluded with the organization. In this period also includes the complete laying of various communications, including the cable, if you are connecting from any substation, and installing additional poles, if in your case an air connection is used.
• To conduct various installation works associated with the connection of all necessary equipment, no more than three days are allowed.

Often it happens that the total distance between the connection point and the border exceeds the specified, that is, it is more than 300 or even 500 meters. In this case, the supplier has up to two years to build the line, but the payment for all works will be calculated at an individual tariff, which, accordingly, exceeds the standard. If desired, the customer can speed up the entry of electricity into the house, but all work in this case will also be carried out exclusively at his expense. All these issues are best handled individually, as each company puts forward its own requirements and features of providing services.

Cost

District electric networks are accessible to all people living near them for no more than 550 rubles per connection, if the total estimated energy consumption does not exceed 15 kW. In other words, if the application specifies a power of not more than 15 kW, then no one has the right to demand all kinds of surcharges from the owner.

Such situations, of course, are not so frequent, but periodically it happens that the company that owns the district electric networks, informs the owner of the house that for some or other work it will be necessary to pay separately. There can be a variety of explanations for such requirements - the complexity of any procedures, the need to build additional structures, increase the technological capabilities of the installed equipment, and a number of other situations. In any case, you should remember that all these requirements are illegal, and any such problems do not apply to you in any way, if your house meets the requirements, that is, is at the right distance to the connection point and does not exceed the declared capacity.

If you need a non-standard connection in your case, you can change the list of documents somewhat. Some organizations provide the opportunity to change the standard package of documents and in ordinary cases, so it is best to discuss this issue on an individual basis. Within the framework of all-Russian legislation, regional authorities have the right to make any additions taking into account local conditions, and in addition there are also many departmental documents specifying various provisions.

If the equipment, which includes the scheme for connecting the house to the power grid, was not installed within the specified time (which occurs quite often), the owner has the right to issue an official claim by writing it in writing. However, it should be said at once that there are a lot of subtleties in this matter, therefore it is best to get the support of a qualified lawyer in advance. Suppliers with whom a contract for connection has been concluded may lead to a variety of reasons, such as lack of financing, labor problems or some other, but in fact all of them have nothing to do with the owner. There is a signed agreement that was not carried out through the fault of the company, and experienced lawyers can often conduct a case in such a way as to ultimately recover compensation for moral damage, which in some cases may be quite decent.

It is best to order a connection project from the company that will conduct the connection procedure. All organizations that do not illegally connect are often displeased with the fact that such documents are developed by outside organizations, so as a result, various difficulties can arise. Competent specialists, if they wish, can in any case find how one can "pick up" an amateur in this area. At the very least, when ordering such papers in this organization, you can save your own time and nerves by negotiating, since hardly anyone will find fault with your own document.

Unauthorized entry of the cable into the house is fraught with extremely serious consequences. If such an intervention is noticed by the relevant organization, it, among other problems, will expose you to a well-founded account for a large amount, which will have to be paid for a long time.

How to connect energy in the country?

If you are an official member of a non-profit horticultural partnership, at whose meeting a decision was made to connect the "dacha electricity", an authorized representative is appointed who will, in the interests of all members of the community, understand how to formalize the connection to the power grids of the private home of each participant.

What will he have to do?

To begin with, they are provided with a complete list of documents, which includes the following:

• Application for connection of your partnership to the power grid;
• Plan, which shows the layout of any power receiving devices belonging to the members of the SNT;
• Copies of the necessary documents confirming the ownership of various plots and houses;
• A copy of the officially issued decision of the general meeting of the SNT to conclude an agreement with the organization on technological connection;
• A copy of the statute of the SNT.

After that for 30 days, the network organization must compose and send the draft technical connection contract, as well as the technical conditions that must be met by consumers within its site. The total term of the technical conditions for the applicant must be more than two years.

If all conditions of the drafted contract on technological connection fully comply with the requirements of the current legislation, then the chairman must sign it within the next 30 days, returning one of the copies to the address of the network company. If some norms do not correspond, a motivated refusal to sign the paper of the network organization should be sent, which after that will have five days to eliminate the said comments.

After the final signing of the contract, the SNT must comply with all specified technical conditions. In particular, members of this community build on the territory of a transformer substation, all kinds of power lines and other necessary equipment, while the grid company will organize the execution of works to the borders of the SNT.

Tariffs in this case are standard - no more than 550 rubles for each of the participants, if they use less than 15 kW. The only thing worth noting in this case is that for each member the total price of the connection may increase and the cost of the costs necessary to build a power line within the SNT itself, since such a construction is not included in the obligations of the network company.

The terms of such accession

The total term of technological connection should not be more than:

• 6 months if in the total sum all the members of the SNT will consume no more than 100 kW, and the total distance from the community boundaries to the nearest objects of the network organization is less than 300 meters in urban conditions and 500 meters in rural areas.
• 12 months if the above conditions are not met, but the total power consumption is less than 750 kVA.
• 24 months, if the total power consumption is more than 750 kVA. In this case, the network company's investment program may also provide for other terms of technological connection, but in any case they should not exceed four years.

After the technological connection, the grid company must issue and transfer to the consumer an act that differentiates the balance sheet ownership of the parties, as well as their operational responsibility. Together with this document, an act on technological connection is provided, and all documentation is issued absolutely free of charge.

When all the activities connected with the technological connection are completed, the SNT will have to conclude a power supply contract with the guaranteeing supplier.
