Bureaucracy is ...

Bureaucracy is (verbatim) "clerical domination". From the socio-political point of view, this concept characterizes the process of exercising power by the privileged persons chosen by the ruling class. Bureaucracy is a form that emerged in the exploiting society, in the process of dividing people into classes. At the same time, a state is being formed, in the structure of which the exploiters put forward their interests as the interests of the people.

Bureaucracy and bureaucracy - the form and method of government through the bureaucracy or officials, divorced from society and standing above it. The characteristic features of this management structure are caste, seclusion, standardization of duties, formalization, suppression of initiative. According to Marx, bureaucracy is the transformation of state tasks into clerical tasks or vice versa. This managerial form creates its content from formal goals, universally colliding with real goals. This is the theory of bureaucracy according to Marx.

With the change in socio-economic formations, the administrative form also changed. As the researchers note, the bureaucracy was typical for the slave system. It was a complex hierarchy of posts and bodies. In feudal states , a "clerical" apparatus was also distributed. A special place was given to the church bureaucracy.

However, this form of management developed most in the capitalist society. Along with the extensive network of military, police, administrative bodies in the conditions of this society, political parties emerged , various non-state bourgeois associations, for which the dismemberment of the administrative apparatus was characteristic.

For precapitalist formations, the manifestation of bureaucracy was characteristic only in the political sphere. Later (after the formation of capitalist society), this form actively penetrated into social life.

A special strengthening of the bureaucracy was noted in the imperialist period. For this era was characterized by the merger of monopolies and the state apparatus. Thus, the state bureaucracy merged with the monopoly leadership, which helped to concentrate economic and political power in its hands. A characteristic feature of this structure is the existence of the so-called "institute of management", which was a corporate administration. In fact, it was a new bureaucratic layer. The extreme manifestations of this administrative form are autocratic structures of the fascist type.

Some sociologists (adherents of the bourgeoisie), striving to justify the intensification of bureaucracy under the conditions of modern capitalism, often refer to the complexity of the administrative structure as a whole and the need for using a hierarchical system, ordering and rationalization. Thus, there is an identification of "clerical domination" with the principle of leadership and organization. Along with this, some authors note that the need to form a management structure for different spheres of public life has arisen at all stages of the development of society and will continue to arise. At the same time, the rule of bureaucracy developed in class society and disappears when the corresponding differences are eliminated.

As sociologists note, the establishment of true democracy is incompatible with "clerical domination." According to Marx, the removal of bureaucracy becomes feasible under the condition of a genuine transition of general interest to a special one. In other words, the satisfaction of the needs of the people becomes paramount. Along with this, the elimination of the remnants of bureaucracy does not happen automatically with the abolition of the form itself. To completely eradicate all of its features, it is necessary to carry out purposeful and systematic work.
