It is possible to refuse citizenship independently, although the honorable debt that does not give an honorable debt to the state will not allow it, because a stateless person is a person who is not obliged to serve in the armed forces, and this would become a temptation for too many.

Stateless persons enjoy a national regime. This means that they are like citizens in everything, except for some restrictions. The rights of stateless persons are not equal to the rights of citizens in relation to elections, they can not elect and be elected. The most important right of a stateless person is the right to cease to be so, because the state, at least in words, everywhere is heading for a reduction in the number of persons in this category, as called for by the decisions of the UN. However, the question of how rich the states are willing to give their citizenship to stateless people from poor countries remains open.
