First of all, it should be noted that the action plan is a document in which the goals are set, executors and terms for accomplishing the tasks are determined. After this, construction of buildings and structures is underway. Then follows the training of personnel and requests for the supply of equipment.

At one time, government agencies were developing a program to develop the territories of Siberia and the Far East. This large-scale program consisted of several large projects. These include the laying of a railway track, the construction of power plants and industrial enterprises. It should be noted that the beginning of this plan was laid more than a hundred years ago. Today, during the construction of the next plant, a plan for environmental protection is compulsorily developed.

In those early years, when the construction of the Trans-Siberian Railway began, the environment did not yet need protection and protection. Any impact on natural objects did not cause irreversible consequences. Scientists, representatives of the public and ordinary inhabitants simply did not suspect about the possibility of the emergence of negative phenomena. A promising plan of measures assumed maximum use of natural resources in all available forms. There was a lot of drillwood, clean water, too. The technological capabilities of the pioneers were very modest. Nature at that time was stronger than man.

With the development of science and technology, the situation has radically changed. In the environment degradation processes began. And the attitude to nature had to be urgently reviewed. Today, the fire safety plan is being developed in each forestry department and at every industrial enterprise. Summarizing all of the above, it should be noted that a planned approach to achieving the goal does not guarantee the absence of costs and errors. In this context, it is important to emphasize that the correction or elimination of the consequences of the work performed must also always be done according to a preliminary plan.
