Maxim Topilin: biography, career

Topilin Maxim Anatolievich Since May 2012 he has been the head of the Ministry of Labor and Social Protection of the Russian Federation. In the society it is known, first of all, with statements about labor of hired workers, in particular nannies, and also concerning pension reform.

Youth

Maxim Topilin was born on the nineteenth of April, 1967. Native Muscovite. According to the minister, his parents are representatives of the working intelligentsia. Topilins live in Moscow for several generations, and its representatives in the male line always received higher education and worked in leading positions. But Maxim Anatolievich was attracted by politics.

After school the young man entered the Moscow nursery school, which he successfully graduated in 1988, having obtained a diploma in economics. It is noteworthy that Mikhail Khodorkovsky studied at the same institute, but on an older course. And in one faculty with Topilin, the granite of science Tatiana Golikova comprehended, who later became the head of Maxim Anatolievich and the head of the Ministry of Health and Social Development.

Continuing his education at the graduate school of the Scientific Research Institute of the State Committee of the Soviet Union for Social Issues, Topilin also worked as a junior researcher in the wages department.

Three years later, when, as a result of the administrative reform, the Ministry of Labor and Social Development became the Federal Service for Labor and Employment within the Ministry of Health and Social Development, Maxim Anatolievich stepped even higher, having headed this service and actually sat down his former head Pochinok, who also claimed this armchair. In 2005, Topilina was appointed chief state labor inspector of the Russian Federation.

Since the summer of 2008 Maxim Topilin was the second person in the Ministry of Health and Social Development. Here, his boss was the former schoolmate Tatiana Golikova.

In this position, Maxim Anatolievich succeeded in combating unemployment by implementing several effective programs: creating temporary jobs, professional retraining, internal migration and subsidizing the self-employment of the population. The crisis in the labor market, thanks to the efforts of Topilin, was partially overcome.

In 2012, Maxim Anatolievich was waiting for another increase. At the age of forty-five he headed the Ministry of Labor and Social Protection, formed after the division of the Ministry of Health and Social Development into two structures. The prime minister of the Russian Federation at the time was Dmitry Medvedev, who ended his presidential term. The tasks of the newly appointed minister included, first of all, the implementation of the pension reform, to which Topilin had his own personal considerations.

Shortly after his appointment, Topilin had a conflict with Putin. The President of the Russian Federation expressed his dissatisfaction with the work of the Ministry, which did not provide an increase in salaries to public sector employees, did not allocate additional funds for the construction and repair of roads, improvement of the housing and communal services, etc.

Defendant, the accused side retorted that Putin promised all of the above benefits in the framework of his election program, not taking into account the real number of available budget funds. Maxim Topilin then received a reprimand. But the post of minister has not lost and holds him to this day.

Initiatives and views of Topilina

Hardly having received a ministerial chair, Maxim Anatolyevich has acted in mass media with speech in which has declared, that it is the opponent of increase of a pension age. Later, Topilin motivated this position with the conviction that there is no benefit from increasing the age for the country's budget, since the system provides for the redirection of the released funds to increase the payments to pensioners. That is, according to the minister, the economy of the state as a result will not receive anything.

Among other positions of Topilin is the desire to turn the state labor inspectorate from a "scarecrow" into an assistant and an adviser. The official was inspired by this idea while working as head of this inspection.

In 2010 Maxim Topilin, whose photo often flashed in the media, developed a broad campaign for the legalization of the work of people who privately provide services to nannies, cooks, housekeepers, gardeners, drivers, etc. The official said that these workers work "in the shadows," receiving salaries in envelopes, without paying taxes, without having any social guarantees. Meanwhile, according to Topilin, there are about twenty million such people in the country, that is, in fact, every seventh Russian.

Evaluation of activities

On the activities of Maxim Anatolyevich in the Russian press are expressed different points of view. Someone calls him a strong professional in his work, others - a weak candidate for the post of minister. There were accusations of Topilin in his bias regarding the conflicts of employers and workers, allegedly the minister is taking the side of the former.

If we talk about the labels that inevitably appear on prominent statesmen, then the image of the workaholic glued to Topilin. According to journalists, the minister leaves his job almost at midnight. And the official himself repeatedly reported that he had to work sixteen hours a day.

An important contribution of Topilin to the society can be considered his work in South Ossetia, where he as deputy minister of health was from the first days of the war. For this, Maxim Anatolievich received from the state the Order of Courage.

Income and personal life

The personal life of Topilin has never been the subject of much discussion. It is known that the minister is married and with his wife brings up two daughters.

Is Topilin Maxim Anatolyevich a wealthy person? The official's wife, according to the declarations, earns more than he does, every two and a half. At least, this was in 2011, when the couple announced their incomes: 4.1 and 10.6 million respectively. Perhaps, now the situation is somewhat different, because Topilin's position is higher.
