ISOGD - what is it? Features and their technologies

The code in the system of documented information, which is necessary to provide local self-government bodies, legal entities and individuals with the most reliable information for investment, economic and town planning activities, is the answer to the question: ISOGD - what is it. This information system is organized in accordance with the foundations of the Town-planning Code of Russia and has all the information about land plots, development of territories and others. History

The information system was created in December 2004 on the basis of GGC (State Urban Cadastre). For this purpose, the information of the GGC in the required volume was transferred to the city districts and to local self-government bodies for the period until July 2006. It was then that it became known about ISOGD what it is, and whether the innovation is more functional in comparison with the old GGK system.

The following normative acts were used to introduce GGK information: Chapter 11 of the Town Planning Code of 1998, the Government Decision of July 29, 1998, the Code of JV Regulations of 1996, the SNiP (the Decree of the Ministry of Construction of the Russian Federation of 1996, the Instruction on the Procedure for Approval, Development, approval and examination of town planning documentation (Gosstroy order 2002).

The legal approach

Today, there are still several interpretations of the understanding of ISOGD, what it is. First of all, this system is only for municipal districts and urban districts, conducted with a minimum set of functions in the amount of information prescribed by the Town Planning Code. Meaningful content - without a legal component - this term is understood as an information system for any person participating in urban development, providing all information for its implementation.

ISOGD Moscow Region, for example, is a unified base on the development and development of its entire territory, on land plots and within their boundaries engineering structures and communications, on each object of capital construction, as well as many other necessary information. There are provided any public services in the form of information relating to urban development. The purpose of registration and placement of information in the Moscow Region ISOGD is the systematization and actualization of information on the development of territories, on their development.

Sections

In 2006, the Government of the Russian Federation issued a decree according to which the Information System for Providing Urban Development Activities took a user-friendly form. The sections of the ISOGD should be as follows.

1. Documents related to the municipal formation - territorial planning.

2. Documents of planning the territories of the subject of the Russian Federation in the municipality.

3. Documents and materials on their substantiation, concerning territorial planning in the municipality.

4. Rules of construction and land use with the introduction of changes in them.

5. Documents of the planning of territories.

6. Documents on the condition of natural and man-made conditions.

7. Documents on withdrawal and reservation of plots for municipal or state needs.

8. Documents on the built up and subject to construction of land.

9. Cartographic and geodetic materials.

In addition, additionally, new sections are created and maintained on a regular basis by the decision of local self-government bodies, so that any inquiry from the IOSGD is available to those who need it.

Functions and procedures

In order to approve the documents on the management of IOSGD in 2007, the Ministry of Regional Development issued an Order approving books and documents for the following procedures.

1. The accounting of the documentation, which is received for placement in the ISS, the project documentation is also included here.

2. Registration of documentation, which will be placed in the information fund.

3. Placement of documentation in the information fund.

4. Provide information to ISOGD to any interested persons.

Information about all the town-planning documentation is placed in special books that have their own classification, defined by sections and functions. The documents of ISOGD are books of accounting, registration of applications for the provision of information, one book for each section, drawn up by the registry. Land plots and draft plans have a separate book for each case. The classifier has more than fifty types of documents.

Registration of documents is conducted when providing the following public services in urban planning.

  • Permission for construction - issue of a document.
  • Notice of the beginning of construction - submission of the document.
  • Permission for commissioning of the facility - issuance of the document.

  • Documentation for the planning of the territory - approval and approval of the document.

The registration of the documentation by the operator implies mandatory thorough checking of its completeness, and at the same time does not increase the terms for granting state services for the issuance of permits and commissioning of the finished facility. In cases where the information from the OSSDD is present in full when the project documentation is received, the applicant will not be required to provide the documentation again upon receipt of the construction permit, and no notice of the work begun at the construction site is required.

Automation

ISOGD is conducted both as manual processing of paper documents, and in the computer version of the automated system AISOGD. The scope of automation determines the degree of implementation and specific use of the software.

It can be either a minimal execution in the form of automation of accounting for the information of a paper archive, or how the storage and processing of electronic documents, data cards in the database and display them using GIS (geoinformation systems) or in the most developed version as an automated process of all production and administrative Functions in town planning.

For example, this is Moscow's ISOGD, where even inter-agency information interaction is automated, plus all services rendered in the sphere of urban planning are recorded in full electronic form.

Structure

Automated ISSGD consists of a variety of software modules, and the functionality of many of them is such that it can be a standard software. To help in working with already documented information, there are the CEAD (electronic archive of documents) and the EDS (electronic document management).

Support the processes of the organization BPMS or EAP (management of electronic administrative regulations) and programs for project management. For databases, there is a DBMS (database management) and MDM - Master Data Management, NSI (reference) or CCM (coding and classification system).

Levels

Now the Urban Planning Code of Russia is based on the maintenance of information systems for urban development at two management levels. This level is federal - FGIS TP (Federal State Information System of Territorial Planning) and the level of municipal districts and city districts, which are also obliged to maintain their own ISOGD according to the Urban Development Legislation and the Federal Law.

In the information support, the activities of urban development are carried out in addition to the two above and also at the following levels: regional, at the level of rural and urban settlements and at the level of individuals and legal entities. Each level has its own laws and regulations, all these options will be considered below.

Federal and regional levels

Many changes were made to the Urban Development Code in 2011, including the introduction of Article 57.1, which defines the FGIS TA, that is, the Federal State Information System for Territorial Planning. The Ministry of Economic Development of the Russian Federation since 2014 and this system is being operated. Previously, this function was performed by the Ministry of Regional Development.

ISGDD to date, the regions are not everywhere, which, however, does not limit any subject of the Russian Federation in independent decisions regarding the enactment of normative acts that regulate both the creation and maintenance of the IGGD of its own region. The Ministry of Economic Development is already entrusted to consider and create a unified software and technical solution for informatization in the regions.

To the executive authorities of the Central Federal District, according to the plan of measures of the Social and Economic Development Strategy of the Central Administrative District by 2020, it is necessary to report quarterly to the Ministry on the implementation of information systems for the provision of urban development activities.

Regions in which regional IGGDs are already conducted: the Volgograd Region, the Kaluga Region, the Kaliningrad Region, the Moscow Region, the Orenburg Region, the Yaroslavl Region, the Tyumen Region and some others. A draft law is being prepared on new amendments to the Russian Town Planning Code, which provides for items relating to the creation of the ISSGD.

Level of urban district and municipal district

All municipal districts and city districts to conduct IOGDD are required by the Federal Law and the Urban Planning Code of the Russian Federation. This is done by local self-government bodies through the independent collection, processing, documentation, updating, systematization, subsequent recording and then storing the information received that is necessary for urban development.

Urban settlements prepare and issue GPRS (urban planning plan of the land plot) and perform a variety of other functions in the urban development area. However, neither the Law nor the Code directly point to the need to conduct the IGOSD. In January 2015, the Law was amended, and the authority for IOSGD was transferred to municipal districts from rural settlements. A number of cases demonstrate a reverse transfer on the basis of direct contracts, therefore now it is required to provide adequate information support to rural settlements for the conduct of their own ISOGD. The work schedule is almost the same everywhere, as far as providing the population with information, certificates and documents relating to town planning activities.

Level of legal entities and individuals

Scientific, commercial, design, public, survey, construction and other organizations, as well as individuals, are also participants in town planning. Town-planning code in its current edition does not regulate in any way, but does not limit the creation and maintenance of legal and physical persons by ISOGD, as it helps them to conduct necessary and useful activities in the field of urban development.

Information systems that help individuals and businesses carry out such a plan may be different. The most commonly used are modern Building Information Modeling systems or Building Information Model (building information modeling). The data of the OSIGD remain public and open, except for those that are classified as restricted access by federal laws. The body that is authorized to maintain the system, observes the rules of the ISOGD and necessarily provides system information on any request of state authorities, local self-government, as well as legal entities and individuals.
