How to find out the arrears of the rent on the personal account: the hot utility line

A considerable part of our compulsory monthly expenses is paid for utilities, telephone, internet, etc. The vast majority of citizens consider this quite in good faith and makes payment at a strictly stipulated time. But life is unpredictable. Sometimes you have to go urgently on vacation or on a business trip, or the receipt for payment suddenly disappears in an unknown direction. After a while, the owner of housing has a natural question: "Should I not have something of a management company?"

How can I find out the arrears of the rent on my personal account or address, and where should I apply in this case? This is what we will talk about in this article.

Quarterly rent: what is included in this concept

Tariffs for rent in each region, and more often than not, in each city are very different from each other. Moreover, the amount can depend even on which house you live in, whether you have an elevator, a concierge and other amenities.

In general, tenants pay:

  • The maintenance of the apartment and the local area;
  • Current repair of housing.

Payment for an apartment may include such items:

  • House maintenance;
  • Current repair of common areas;
  • Utility services;
  • Installments for major repairs of the building.

In turn, companies providing utilities include in payment such items:

  • Electricity;
  • Water and sewage;
  • gas;
  • heating;
  • Removal of solid domestic waste;
  • Cleaning of the adjacent territory;
  • phone;
  • Radio;
  • elevator;
  • Concierge service.

All these payments are accrued monthly, there is no way to refuse them. Of course, if your house does not have, for example, an elevator, then you will not be charged for it. In any other case, if the service is provided, you are obliged to pay for it. Payment does not depend on whether you live indoors or not.

Housing office or RC

The oldest and most reliable way to find out about your debts is to go hiking to the housing office or a management company.

It should be noted that due to the fact that the world has been increasingly computerized lately, the queues in these institutions have been rather diminished. Despite the general computerization of all spheres of our life, many people still prefer to apply for an account statement. The matter is that the housing office is the only place where you will be called not only to a penny, but also tell where it came from.

For simplification of work there is a hot line of housing and communal services. Such a service will be provided to you in the EIRTS, a single information and settlement center. This service collects information from utilities, forms payment documents for each individual apartment and sends out receipts by mail. Also in this organization you can get a certificate about the absence or presence of debts.

We use a personal account

In order to find out the arrears of the rent on the personal account, you can use several ways:

  1. To contact the post employee of Russia. To get information, you will only need to name the account numbers, the presence of the owner of the dwelling and the provision of any documents will most likely not be required.
  2. In the terminal of any bank that provides a "communal" payment service.
  3. In the bank that accepts payment for utility services by the account number.
  4. Calling the information service of the enterprise that provides you with utilities: providing light, gas, water. However, here you have to call each organization separately, since they do not have information about the financial calculations of their colleagues.

All these methods have one drawback. Information can be submitted with small deviations. For example, it often happens that information about the day's foam has not yet been added to the computer, and paying the debt seems to be completely, you can stay a few more rubles or cents. To avoid such an incident, it is worth to find out the arrears of the rent on the personal account again, two to three days after payment.

By the address

If you decide to buy an apartment and want to make sure of the absence of debts, it's easiest to ask the owners for an account statement. But what to do if you acquire housing through an intermediary or doubt the truthfulness of the information provided. In this case, you can find out the rent at. There are several ways to do this:

  • On Internet services of public services;
  • On official websites of companies providing utility services;
  • Registering a personal account on the website of the management company;
  • Having addressed in branch of the bank working with "communal";
  • Through ATMs of such financial institutions.

In addition, in large cities there are usually real estate centers where you can quickly and free of charge receive information on any object, by giving the address.

By phone

The easiest way is to find out about the debt by dialing the phone number specified in the receipt for the last month. Also in each receipt is usually indicated and hot line utilities, but only to get in there is almost impossible. But if you still manage to do such a trick, the information will be provided immediately.

We check debts using the Internet

As you probably already understood, the easiest way is to find out the arrears of the rent on the personal account, using the Internet for this. Information on the availability of debts is provided by many Internet sites: from the sites of payment systems, to the official portals of services providing utilities.

The most popular among them are websites of banks and management companies. The only drawback is that banks do not inform about the accrued penalties, but offer to pay only the main debt.

It is very convenient to use the sites of the managing company. Usually, by registering the "Personal Account", you can not only learn about the availability of debt and its value, but also transmit the readings of the meters.

What threatens those who do not pay "communal"

Timely payment for an apartment is a very important matter. It is usually necessary to make funds not later than the 10th or 15th day of the month following the settlement.

If you have not paid for the consumed services for more than three months, wait for the initial warning from the utilities. If you ignore the reminders, then three months later, you risk being in court about forcing a debt collection.

Most often, communal workers do not wait that long. If there is a technical possibility, your accommodation will be simply disconnected from the service. Simply put, you turn off the light, gas, block the water or cut off the heating. Connect all the communications back you can only by fully paying off the debt, paying the penalty and all the work to restore the system.

The most severe measure for "knocking out" debts from the population is still eviction. True, this is not so simple. To be able to talk about the seizure of the apartment due to the accumulated debt, at least three conditions must be met:

  • The debt is commensurate with the cost of housing;
  • In the apartment are not registered minors;
  • The owner of the premises has another dwelling suitable for living.

However, do not relax. If the eviction and sale of housing to repay the debt - it's pretty troublesome, then describe the property and values of bailiffs can easily.

Purchase and sale of an apartment with debts

Now you know where to find out the arrears of the rent, and you definitely will not fall for the "bait" of dishonest sellers. And what if you yourself decided to sell an apartment that is in arrears. Can this be done?

There is no direct rule of law prohibiting such an operation. But if you do not want trouble in the future, when selling it is worth to observe several conditions:

  • Do not hide the presence of debt;
  • Accurately check the amount of debt and compare it with the cost of housing;
  • Offer the buyer to reduce the price by the amount of the existing debt;
  • At the conclusion of the transaction, enter in the sales contract the clause that you impute the buyer the obligation to pay the debt and he agrees with it.

Inclusion of this clause in the contract will oblige the new owner to pay the debt for your "communal" and deprive him of the right to recognize the transaction as invalid on the grounds that he did not know about the existence of financial obligations. If the contract does not explicitly mention the transfer of the debt, the amount is recoverable from the former owner even after the sale.
