Dmitry Ovchinnikov: biography and photo of the vice-governor

In November 2012, the Governor of the Samara region, Nikolay Merkushin, offered Dmitry Ochinnikov as a candidate for the post of regional vice-governor, whose powers include the administration of the regional administration. The Samara gubernia Duma has approved this candidacy unanimously.

From the biography of the politician

Dmitry Ovchinnikov is from the city of Chapaevsk, Kuibyshev region. Date of birth - 4 May 1971

After receiving secondary education at school, he became a student of the Penza State Technical University. After graduating from this educational institution in 1994, he subsequently constantly worked to raise the level of his education.

In 1998 he received a diploma from the Tolyatti socio-economic college (specialty - "jurisprudence").

2002 was marked for Ovchinnikov by the end of the Volga Academy of Civil Service.

He began his career at the Russian customs, from where he moved to the city administration of Chapaevsk.

From 2000 to 2002 Dmitry Ovchinnikov was the director in the secondary school №4 Chapaevsk.

In 2002, he was appointed to lead the Volga Administration in the Samara Regional Ministry of Education and Science. Later he became deputy head in the administration of the city of Novokuibyshevsk to solve social problems.

Since 2007, Dmitry Ovchinnikov took up the post of regional minister of education and science.

On November 13, 2012, the appointment of him as vice-governor of the Samara province was held.

Appointment to office

Until the appointment of Ovchinikov to the post of vice-governor, this place remained vacant for more than a month. Alexey Bendusov, who previously held this post, was appointed the chief federal inspector of the Samara region on 19.10.2012.

Many political scientists have suggested that one of the officials familiar to Samara Governor Merkushin for joint activities in Mordovia should take the post of vice-governor.

Natives from this region began to actively occupy posts in the Samara regional administration, in particular, some of them were appointed as advisers and assistants to the regional Samara governor.

Nevertheless, in the highest position was a native of the Samara region, entering earlier the former team of the former governor.

Despite the fact that there was a certain factor of surprise, the deputy corps of the regional Duma nominated Ovchinnikov unanimously supported without a lengthy discussion.

After the Duma meeting, the Samara regional governor Nikolai Merkushin was given explanations to the press that he found it very valuable that the vice-governor had such qualities as youth and efficiency, inherent in Ovchinnikov.

At the new post

Dmitry Evgenievich Ovchinnikov is a vice-governor who quite actively resolves the tasks facing him and demands discipline from subordinates.

In particular, speaking in Samara at the regional twelfth congress of the Association of the Council of Municipalities in February this year, he noted the need to involve each participant in the meeting in the working procedure to solve the problems set by the regional governor.

"The main task for all is the process of optimizing spending on state and municipal management, improving the mechanisms that accompany the life of the authorities," said Dmitry Ovchinnikov. The Vice-Governor recalled the meeting held in January of this year by Nikolai Merkushin, where the ways of optimizing expenses for management activities were considered.

Over the past year, according to Merkushin, the municipalities had received less than two hundred million rubles from the regional budget because of the failure to meet the targets.

The governor tried to get an explanation on this issue from some of the participants in the meeting, but he could not hear anything intelligible.

From the speeches of the vice-governor

Speaking to the heads of municipalities, Dmitry Ovchinnikov talked about a large-scale work on the redistribution of social assistance measures for the most needy categories of citizens, as well as reducing management costs.

According to his information, by February 2017 the regional authorities gradually began to implement a program of seventeen points, which provides for optimizing expenditures for state and municipal management.

"This year, the amount of costs for municipal government should be reduced by 1.8 billion rubles," - said Dmitry Ovchinnikov.

The vice-governor, whose photo can often be found on the pages of Samara periodicals, believes that many heads of small settlements do not fully understand the tasks listed in the presidential messages and addresses of the regional governor.

About social support

Ovchinnikov notes that the governor's message clearly explains the directions in which the Samara region should develop. This document should be given a normative value for the near future.

Any person should understand what is done and for what purpose becomes the power, otherwise the perception of the processes taking place in the region and the state becomes incorrect.

This becomes especially urgent in our time, when the activities on redistribution of social support in favor of the most needy strata of the population are stepping up in the region, said Dmitry Ovchinnikov, the vice-governor whose biography says that he knows the problems of the common people well.

Accents in the distribution of social assistance are made with due regard for needs and targeting. A decision was made to index social payments. The size of the poverty benefits has tripled, and payments for large families have increased.

On the criticism of Ovchinnikov

Like any major official, Ovchinnikov often falls under criticism of journalists. So, the press leaked information about the political scandal in the Samara region.

It was about officials and businessmen of the city of Chapaevsk, who allegedly managed to establish quite effective schemes for getting rid of the tax burden.

In particular, since the nineties, employees of the Chapaevsk administration, together with affiliated entrepreneurs, leased and sold land plots, premises and other infrastructure facilities at underestimated rates.

As a result, the budget experienced losses estimated in tens, if not hundreds of million rubles. According to the researchers, there was a deliberate ignoring of the Chapaev schemes by the regional leadership, which could be explained by the interest of the Samara Samara vice-governor.

Dmitry Ovchinnikov, Vice Governor: Family

Corresponding inspection found that in Chapaevsk sold a complex of non-residential premises at the address. Lenin, 99 (total area - 633.8 square meters), where previously there was a children's polyclinic. The transaction price was six times lower than the market value of real estate.

In these squares a store was opened, which is part of the Matrix trading network. The latter is the property of the famous Ovchinnikov family in Samara.

In the Chapaev administration, the post of deputy mayor for investments since 2008 is occupied by Dmitry Ovchinnikov's younger brother - Alexei Ovchinnikov.

The latter also allegedly has four more capital construction projects in Chapaevsk.

Transformation of a polyclinic into a store

The process of "transformation" in the city of Chapaevsk children's polyclinic in the store "Matrix" is described in some detail by journalists.

At the end of 2009, the premises on the street. Lenin, 99 became the property of the city administration, and by March of the next year they were transferred to the "Property Complex" - the municipal enterprise.

By June of the same year, they bought a local businessman Alexander Slepovich, paying for all 4.9 million rubles, while the market value of this property exceeded 31 million.

Later, these areas were under the control of the Ovchinnikov family.
