Dmitry Ovchinnikov is from the city of Chapaevsk, Kuibyshev region. Date of birth - 4 May 1971

In 1998 he received a diploma from the Tolyatti socio-economic college (specialty - "jurisprudence").

He began his career at the Russian customs, from where he moved to the city administration of Chapaevsk.

From 2000 to 2002 Dmitry Ovchinnikov was the director in the secondary school №4 Chapaevsk.

In 2002, he was appointed to lead the Volga Administration in the Samara Regional Ministry of Education and Science. Later he became deputy head in the administration of the city of Novokuibyshevsk to solve social problems.

Since 2007, Dmitry Ovchinnikov took up the post of regional minister of education and science.

On November 13, 2012, the appointment of him as vice-governor of the Samara province was held.

Appointment to office

Until the appointment of Ovchinikov to the post of vice-governor, this place remained vacant for more than a month. Alexey Bendusov, who previously held this post, was appointed the chief federal inspector of the Samara region on 19.10.2012.

In particular, speaking in Samara at the regional twelfth congress of the Association of the Council of Municipalities in February this year, he noted the need to involve each participant in the meeting in the working procedure to solve the problems set by the regional governor.

"The main task for all is the process of optimizing spending on state and municipal management, improving the mechanisms that accompany the life of the authorities," said Dmitry Ovchinnikov. The Vice-Governor recalled the meeting held in January of this year by Nikolai Merkushin, where the ways of optimizing expenses for management activities were considered.

Over the past year, according to Merkushin, the municipalities had received less than two hundred million rubles from the regional budget because of the failure to meet the targets.

The governor tried to get an explanation on this issue from some of the participants in the meeting, but he could not hear anything intelligible.

According to his information, by February 2017 the regional authorities gradually began to implement a program of seventeen points, which provides for optimizing expenditures for state and municipal management.

"This year, the amount of costs for municipal government should be reduced by 1.8 billion rubles," - said Dmitry Ovchinnikov.

The vice-governor, whose photo can often be found on the pages of Samara periodicals, believes that many heads of small settlements do not fully understand the tasks listed in the presidential messages and addresses of the regional governor.

Ovchinnikov notes that the governor's message clearly explains the directions in which the Samara region should develop. This document should be given a normative value for the near future.

As a result, the budget experienced losses estimated in tens, if not hundreds of million rubles. According to the researchers, there was a deliberate ignoring of the Chapaev schemes by the regional leadership, which could be explained by the interest of the Samara Samara vice-governor.
