Duty Officer at the checkpoint: duties, instructions, responsibility. Charter of internal service of the RF Armed Forces

Everyone knows who the duty officer is at the checkpoint. The duties of the person who is him are numerous. And also his responsibility is high. And I would like to briefly describe all this.

Basic Provisions

What should the duty officer do first? Obligations are different, but the main one is the admission of teams, units and individuals to the territory of the military unit, which is carried out after checking all relevant documents.

It is worth knowing that this post can only be occupied by the person who is an ensign or sergeant. He is obliged to monitor compliance with the admission regime at the entrance to the territory, and also monitor the removal / addition of property. By the way, he obeys the duty officer on the regiment or his assistant. He also has to report on the surrender or acceptance of the post.

What should I do?

So, in general, it is clear who the duty officer is on the checkpoint. Obligations are the following that I would like to list.

First, the military after the divorce takes inventory, equipment and documentation.

Secondly, before allowing to go to the regiment arrived, the duty officer should check his documents. Also, he issues one-time passes, if necessary. But only with the permission of persons who are approved in a special list by the regiment commander.

Thirdly, he must report to the duty officer on the regiment about the arrival of those people whose credibility is questionable.

Fourth, the military is not allowed to release from the territory those who are in urgent service. If this dismissal, then the duty officer should make sure that the soldier was in uniform and with permission documents. And he is not allowed to release a command from the territory at night, without signal lights. Or without flags, if it's light outside.

And of course, the duty officer in the checkpoint should not leave his place. Charter prescribes this. You can leave, but only with the permission of the superiors and with leaving an assistant at the post.

Greeting

And others have duty on the CPR duties. He should welcome all the senior in rank who pass through the point. If they are officers from another part - then the duty officer must also introduce himself. It might look like this: "Comrade Major-General. Sergeant Alexandrov, duty officer at the checkpoint. " After the greeting, he must report on arrival to the superior. In this case - to the regiment on duty.

And of course, the unspoken rule, which, incidentally, is spelled out in the general charter, is the observance of courtesy and respect for departing and arriving.

About admission to the territory

As already mentioned above, there is also an assistant to the duty officer on the checkpoint. And he has his duties. They are no less than those of the person on duty.

So, one of the sergeants or soldiers is appointed to this post. He submits to the duty officer for the checkpoint for the duration of the duties of an assistant. Responsibility is the same - it monitors the admission to the territory of the regiment of persons and the export / import of property.

There are some nuances. All the servicemen of his regiment under the contract, he must pass to the territory on identity cards. But if they are known to him in person, then you can and without presenting documents. Conscripts - only on dismissal notes. Also as a document suitable warning cards, regulations, travel certificates. All other persons pass through the territory on special passes.

What else is worth knowing?

In addition to the above, the assistant on duty, checking the permanent or one-time passes, should compare them with the samples. They contain each checkpoint. Also, he should pay attention to the presence / absence of a seal and check the person who presents the document with a photograph in it. On the date of issue, too, you have to look. The pass must not be overdue. What about the interim document? It must necessarily mark the person to whom the pass was issued. When a regimental commander arrives at the checkpoint, his deputy or officers from another part, the assistant must immediately inform the duty officer.

The imported and exported property, by the way, is checked by a pass. For him, a waybill is issued. In which it is indicated, what exactly and in what specific quantity are allowed to export. And cars are allowed to enter, too, only after the driver has presented a waybill (a material badge).

In the event that the duty officer or his assistant notices the delay in the document, they do not have the right to allow his bearer to pass through the checkpoint.

Preparation before the adoption of the post

Before entering the checkpoint, the military must prepare. First of all, it concerns its appearance. Even the instructions of the duty officer for the checkpoint contain this item in itself. And after putting his appearance in order, a military man must come to a divorce.

After acceptance of documentation, property, equipment and internal order against painting, the duty officer sends a detour to the detective, who also must check the status of the office premises and technical facilities under protection.

He also must comply with the regulations of the internal service of the armed forces without fail. Keep in a clean and orderly gearbox, if necessary, carry out a wet cleaning, monitor the correctness of the service by his assistant.

If visitors arrived

In the military unit often come people who are not related to the army. In most cases these are visitors who came to visit soldiers. In this case, the duty officer is also required to perform a number of actions.

First, find out the purpose of the visit, as well as who the soldier (whose identity is also being specified) is arrived. After clarifying all the nuances of the visitor, they ask for a passport and register it in the accounting book in the prescribed form. Before a person enters the territory, he must additionally be notified of the visiting hours.

All potential visitors in a state of intoxication or suspicious form can not be missed. By the way, even the duty officer (or his assistant) is obliged to demand from the person to show the contents of bags that are attached to him. Everyone who has a firearm or a blank weapon with him is not allowed to enter the military unit.

About interdictions

There is still a whole list of what the duty officer should not do at the checkpoint. The statute regulates all provisions in detail.

Naturally, he is forbidden to leave his place of service. And to transfer the performance of his duties to the assistant is allowed only after prior notification of the superiors. It is also forbidden to keep any extraneous property indoors. And behave in an inappropriate way. For example, do not observe the elementary politeness, smoke in the wrong places and even more so at the post, look sloppy, etc. In general, it is forbidden to violate everything previously listed. This implies the charter of the internal service of the Armed Forces and, strictly speaking, the usual logic. For violation will have to bear punishment.

Obligations of other duty officers

Considering the provisions of the Charter, it is worth mentioning this topic. Since it is close to the one that touches on the issues related to the duties of duty officers on the CPT and their assistants. So let's talk briefly about it.

The duty officer for the battalion (or, as they say, by the security units of the regiment) is also appointed from sergeants. Or from ensigns. And he obeys also the duty officer in the regiment.

His duties are numerous. And they are almost the same as those of the company attendant (who is appointed from sergeants), only more powers. He is allowed to give the command "Smirno", but he also must report to the higher-ups on the arrival of some of the direct commanders of personnel or inspectors.

If the battalion is located separately from the other regimental units, then the duty officer in it is appointed from ensigns or officers. In this case, he will have more powers. And duties too. They are equated with those that are usually carried out by the regiment on duty.

Actions before acceptance / delivery of a post at all are practically identical. But here after, during his carrying on the shoulders of the military lies a great responsibility. The company officer on duty, for example, undertakes to raise personnel in case of alarm and notify the employees under the contract. He also monitors the implementation of the daily routine and promotes it. The duty officer is obliged to know the location of the company, as well as the number of people in the attire and layoffs. The weapon is also under his control. In case of sudden incidents, the company attendant should immediately put things in order, having had time to report what happened to their superiors. And this is just a small list of his duties.

As you can see, every military man, from the duty officer at the checkpoint to the one who follows the order in the company, is very much in charge. However, this is not surprising. After all, we are talking about military units, but everything is serious.
